VOLLEYBALL REGULATIONS

Organization
  1. The Volleyball Committee of the 20th Maccabiah will be responsible for the Volleyball competitions of the 20h Maccabiah.
  2. The Volleyball competitions will be conducted according to the last up to date rules of the International Volleyball Federation, the English text will be binding.
  3. Participation in the competition is open to any sportsman who is in possession of a Participant Card, issued by the Organizing Committee of the 20th Maccabiah, and is registered for the Volleyball competitions.
  4. Each country may enter one team for the males' Volleyball competitions, one team for the females' Volleyball competitions, one team for the girls' Junior (1999-2002) and one team for the boys' Junior (1999-2002) Volleyball competitions.
  5. Each team may consist of 12 players only.
  6. Each team must bring two sets of game shirts in different colors to each game.
Venues and times

The Sport department of the 20th Maccabiah will determine the venues and times of the Volleyball competitions and teams will be notified accordingly.

Game ball
  1. The games will be played with MIKASA MVA200 balls.
  2. The Volleyball Committee is authorized to change the brand name of balls, if necessary, and these decisions will be final.
System of competition

SYSTEM A: with the participation of up to 5 teams;

  1. The competitions will be played on a league basis of a single round robin league system.
  2. The winner of each game will be awarded two points, the loser one point. For a technical loss no points will be awarded.
  3. In the event of two or more teams having the same number of points, classification will be made according to the head to head results between the two tied teams. .
  4. In the event that after the above mentioned, equality still exists between teams classification will be made according to the difference between total sets won and lost throughout the competition.
  5. In the event that after the above mentioned, equality still exists between teams classification will be made according to the difference between total points won and lost throughout the competition.
  6. In the event a tie still exists, classification will be determined by draw.
  7. The semi-final games will be played on the Cross system, i.e., the team placed 1st plays against the team placed 4th and the team placed 2nd will play against the team placed 3rd.
  8. The two winning teams in the Semi-Finals will play in the Final game for 1st and 2nd places, and the two losing teams in the semi-finals will play for 3rd and 4th places
  9. The rest of the teams will be placed according to their league order.

SYSTEM B: With the participation of 6 or 7 teams;


  1. The competitions will be played on a league basis of a single round robin.
  2. Teams will be ranked in their groups according to their achievements, as described in SYSTEM A.
  3. Drawing of lots by the Sports Department.
  4. The first two teams in the league will compete for the title: "20th Maccabiah Champion".
  5. The teams placed 3rd and 4th in the league will compete for the bronze medal.
  6. The rest of the teams will be placed according to their league order.


SYSTEM C: With the participation of 8-12 teams;


  1. Teams will be divided into 2 groups: The first team in the 19th Maccabiah will head group A. The second team in the 19th Maccabiah will head group B.

The teams placed third and fourth in the 19th Maccabiah will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.

REMARK: If any of the top four (4)* seeded teams (according to standings at the 19th Maccabiah) do not participate in the relevant competition at the 20th Maccabiah, then the vacancy or vacancies will be filled first by moving up the participating seeded teams and then the remaining vacancies of the top four seeded placements will be filled, in order, in accordance with the final standings at the 19th Maccabiah up to 8th place. Should there still be any vacancies the places will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19th Maccabiah.

  1. The competitions will be played on a league basis of a single round robin
  2. In the event that after the draw, one or more teams will not appear and a situation arises whereby a group is short of two teams, the team drawn last will be moved from one group to another.
  3. Teams will be ranked in their groups according to their achievements, as described in SYSTEM A.
  4. The semi-final games will be played on the Cross system, i.e., the team placed 1st in Group A will play against the team placed 2nd in Group B and the team placed 2nd in Group A will play against the team placed 1st in Group B.
  5. The two winning teams in the Semi-Finals will play in the Final game for 1st and 2nd places, and the two losing teams in the semi-finals will play for 3rd and 4th places.
  6. Teams placed 3rd and 4th in each group will play the same system for places 5-8.



SYSTEM D: With the participation of 13-14 teams


  1. The teams will be divided into 2 groups: The first team in the 19th Maccabiah will head group A. The second team in the 19th Maccabiah will head group B.
  2. The teams placed third and fourth in the 19th Maccabiah will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.

REMARK: If any of the top four (4)* seeded teams (according to standings at the 19th Maccabiah) do not participate in the relevant competition at the 20th Maccabiah, then the vacancy or vacancies will be filled first by moving up the participating seeded teams and then the remaining vacancies of the top four seeded placements will be filled, in order, in accordance with the final standings at the 19th Maccabiah up to 8th place. Should there still be any vacancies the places will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19th Maccabiah.

  7. The teams in 4th place in each group will compete for the seventh place.

SYSTEM E: With the participation of 15 teams;


  1. The teams will be divided into 3 groups. Groups A, B and C will consist in 5 teams.
  2. Group A will be headed by the first in the 19th Maccabiah, and will include also the team placed 6th in the 19th Maccabiah.
  3. Group B will be headed by the second in the 19th Maccabiah, and will include also the team placed 5th in the 19th Maccabiah.
  4. Group C will be headed by the third in the 19th Maccabiah, and will include also the team placed 4th in the 19th Maccabiah.
  5. The rest of the teams will be seeded in the groups by a draw.

REMARK: If any of the top six (6)* seeded teams (according to standings at the 19th Maccabiah) do not participate in the relevant competition at the 20th Maccabiah, then the vacancy or vacancies will be filled first by moving up the participating seeded teams and then the remaining vacancies of the top six seeded placements will be filled, in order, in accordance with the final standings at the 19th Maccabiah up to 8th place. Should there still be any vacancies the places will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19th Maccabiah.

  1. The first round will be a single round robin system and the teams will be placed accordingly in each group as described in SYSTEM A.
  2. The Quarter-finals will include 8 teams as follows:
  1. Teams placed first and second of each of the 3 groups, plus the two best 3rd placed teams according to their record as described in System A.
  2. The Quarter Finals will be played on a knock-out system to be drawn as follows:-

The winners of Groups A (QF 1), B (QF 2), C (QF 3) and best runner-up (QF 4) according to System A (a + b), will each be drawn against the remaining 4 qualifying teams in such a way that they cannot be drawn against a team from the same group.

  1. The procedure to be followed is as follows: The names of the 3 group winners plus the best runner up will be put in bowl #1 and the remainder in bowl #2. One team is drawn out of bowl #1 and the team(s) in bowl #2 from the same group will be removed and the drawn made. The names of the team(s) removed from bowl #2 will then be replaced and the procedure repeated until all 4 games are drawn.
    1. In the Semi Finals teams will play as follow:
  1. Winner Quarter-final 1 – Winner Quarter-final 3
  2. Winner Quarter-final 2 – Winner Quarter-final 4
  1. Games for places 1 to 4 will be held as follows:
        1. Loser Semi-final 1 – Loser Semi-final 2 for places 3-4.
        2. Winner Semi-final 1 – Winner Semi-final 2 in the Final game for places 1-2.
  1. Parallel to the final or semifinal games, losers in the quarterfinals will play for places 5-8, as described in paragraph i. In the event that a team does not fulfill its play-off game, the game will be awarded to its opponent.

SYSTEM F: With the participation of 16 or more teams;


  1. Teams will be divided into 4 groups with the 8 leading teams from the 19th Maccabiah, heading the Groups as follows:
  1. Group A: 1st and 8th from the 19th Maccabiah.
  2. Group B: 2nd and 7th from the 19th Maccabiah.
  3. Group C: 3rd and 6th from the 19th Maccabiah.
  4. Group D: 4th and 5th from the 19th Maccabiah.

The rest of the teams will be seeded into the groups by a draw. In the event that there are vacancies due to the non-participation of any of the top 8 placed teams, the vacancy will be filled by moving up the existing seeded teams and any further vacancies will be filled by open draw.

REMARK: If any of the top eight (8)* seeded teams (according to standings at the 19th Maccabiah) do not participate in the relevant competition at the 20th Maccabiah, then the vacancy or vacancies will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19th Maccabiah.

  1. The competitions will be played on a league basis of a single round robin
  2. The Quarter-finals will include 8 teams (the two first placed in the league) and will play in a Knock-out System as follows:
      1. 1st Group A – 2nd Group C
      2. 1st Group B – 2nd Group D
      3. 1st Group C – 2nd Group A
      4. 1st Group D – 2nd Group B
  1. In the Semi-finals teams will play as follow:
  1. Winner Quarter-final 1 – Winner Quarter-final 2
  2. Winner Quarter-final 3 – Winner Quarter-final 4
  1. Games for places 1 to 4 will be held as follows:
        1. Loser Semi-final 1 – Loser Semi-final 2 for places 3-4.
        2. Winner Semi-final 1 – Winner Semi-final 2 in the Final game for places 1-2.
  1. Parallel to the final or semifinal games, losers in the quarterfinals will play for places 5-8, as described in paragraph d. In the event that a team does not fulfill its play-off game, the game will be awarded to its opponent.
  2. Teams ranked 3rd & 4th will play ranking games as follows:
    1) 3rd Group A – 3rd Group B – Winner ranked 9, Loser ranked 10
    2) 3rd Group C – 3rd Group D – Winner ranked 9, Loser ranked 10
    3) 4th Group A – 4th Group B – Winner ranked 13, Loser ranked 14
    4) 4th Group C – 4th Group D – Winner ranked 13, Loser ranked 14
Draw

The draw of the teams in the groups will be a public draw.

Referees

The Volleyball Committee will select a Referees’ Committee, which in turn will appoint the referees for all the games.

General
  1. These regulations are but one part of the complete 20th Maccabiah regulations, and must be read along with the instructions found in “Basic Regulations and Disciplinary Procedures”.
  2. In the event of a discrepancy between the regulations written here and those appearing in the “Basic Regulations”, the regulations written here will apply and be binding.
